The corner property Filterstraße/ Papenstraße was already the seat of the municipal tribunal or executioner at the end of the 13th century.
Despite later reconstructions, the medieval structures of the executioner's house remained. It consists of a residential house and a tower house. The two-story residential house was first mentioned in a document in 1289 and was the residence of the executioner. The tower house, which is documented to have been added to the residential house in 1412, was a prison. The last municipal executioner worked here until 1842.
